Rochas Okorocha, a man who has spent more money on statues than he has on living human beings has now appointed his biological sister as “Commissioner for Happiness and Couples’ Fulfillment”. What sin did Imo people commit to deserve this embarrassment as their Governor? And this Rochas, a man that so wants his people to be happy that he creates a ministry for happiness for them nevertheless delays their salaries and pensions. And when his unpaid workers and pensioners take to keke riding to augment their income, he bans that too. Apparently, Rochas has provided enough statues to make them happy! And the so called commissioner for happiness is anything but a happy camper. One could even ask whether she is commissioner for happiness or commissioner for ANGER? Her public comments since her appointment projects RAGE rather than joy. Perhaps she should have been made Imo state’s commissioner for DEFENSE? To every unhappy Nigerian, do not worry. The House of Representatives on Friday suspended the former chairman of its ad hoc committee on the management of subsidy regime, Farouk Lawan, to allow for an unfettered investigation of his alleged receipt of $620,000 from an oil marketer, Femi Otedola. The decision was taken at a special session convened by the House to deliberate on the raging bribery scandal. Thunderous ovation marked the session. The decision to suspend Lawan was based on the motion moved by Ishaka Bawa and seconded by Rafeeqat Onabamiro. The matter was also referred to its Committee on Ethics and Privileges. The House also asked the Management of the National Assembly and its Committee on Ethics and Privileges to investigate the committee’s Clerk, Boniface Emenalo, for his involvement in the scandal. The World is Watching: Will G20 Countries Lead this June at the Earth Summit? Three years ago, the Group of 20 countries pledged to phase out environmentally-harmful and ineffective subsidies. Simon's Theory of Administrative Behavior   Simon (1976) clarified the processes by which goal specificity and formalization contribute to rational behavior in organizations (Scott p. 45). He criticized Fayol's platitudes and Taylor's "economic man" assumptions, proposing the "administrative man" who pursues his self-interests but often doesn't know what they are, is aware of only some of the possible decision alternatives, and is willing to settle for an adequate solution than continue looking for an optimal one (p. 45). Simon distinquishes between the decisions a person makes to enter or leave an organization and the decisions they make as a participant. Organizations simplify decisions and support participants in the decisions they need to make. Organizations simplify decisions by restricting the ends toward which activity is directed. Goals supply the value premises that underly decisions. Value premises (assumptions of desirable ends )
